Changes the hardcoded limit for sync range from the default 20km to a configurable limit (default 50km). Also adds a command, !syncrange, which allows admins to ensure that it worked by outputting the current sync range of the server
*It is worth noting that pushing sync range high (even just to say 25km) can have performance impacts, especially on low end machines.
