Dynamic Whitelist

Update the Torch Whitelist dynamically from a text file, each line containing one SteamID64

This can be used, for example, in conjunction with a Discord Bot, which exports a list based on which members have a certain role. Or used manually to maintain a whitelist which will dynamically update without rebooting Torch.

When the Enable setting in the plugin is disabled, it will only allow admins in, but not remove the whitelist entirely - which can be used for maintenance. Only removing the plugin will allow you to shut off the whitelist entirely.
